Again, if you go to the main
website hosting (
www.eukhost.com) it tells you 5 lines down in bold that the servers are located in London, UK (but are shortly moving to Maidenhead, see eUKhost Announcements at the top of the forums).
And in response to your second question - do you really think all these people would pay for a
website hosting they can never access and is always down? I didn't think so either
