Its a tough subject, there is no suitable solution that I can see, either customers sometimes get cheated or the company does!!

For balance payment they have a simple answer that they are going to return the amount to their adwords advertisers, also, it is very hard for a publisher to prove that they are innocent especially if their account has been taken down for invalid clicks.
