My 2 cents has to go to vBulletin. It's the industry choice for forums, the program is mainly for medium to large businesses. From what I know, IPB has some issues with anonymous posters and spammers. I have had a good mess around with my own installation of vBulletin and find it very nice in all ways, the admin interface and mod interface are both separate which makes life much easier, especially if you like to keep the 2 separate and have multiple moderators.
