I think it would be good to bring back the 'Top Sites' competition. I think that it could help many people gather traffic for their
website hosting, which should hopefully lead through to getting returning visitors and alot more traffic.
As for implementing it, this could become quite a hard area because of spammers etc. I've been faced this scenario with building the video testimonials system - although it's going to be video being uploaded and not text being posted, you may still get the odd idiot coming along and ruining it.
