I understand that but the way the DWP get them in that way is by sending in an undercover officer who works for them that are paid a one off fee to try and gain a job there (there are some under 16 and some 16-18 some 18+). It goes along the same idea as the "Mystery Shopper" that catch shops selling cigerettes and alcohol to underage people.
