It looks like IP verification is in place so it is trying to let only your static IP connect, rather than your local IP.
Try opening port 21 in your router as filezilla may think your main IP is your local IP.
I'm sure there is an easier work around, but for the time being you could disconnect any DHCP/Routing devices from your network.
