There's nothing else besides local cache and DNS cache to create this problem.

thanks for the pointer - I'll use it next time this happens as its now all resolved as it should, given that its been a few days.
What perplexes me is that it doesn't just happen on one machine - windows machines without such address in the cache, the linux machine without the address previously in cache and a fully 'flushed' machine all displayed the ukreg holding page long after it had apparently propagated. Its strange.
