There has to be some reason for errors. Mostly it is within the coding or trying to use a feature which is restricted by the host in PHP or mySQL. For example, Import FILE access is usually banned on servers due to security issues but when one runs locally (on their own server) they'd say - "see my code works!". At that point of time you need to have expertise either yourself or of your host to distinguish the cause of the problem.
