1. As Mr. Mark said it is indeed the control panel issue as it is designed in PHP-MySQL and PHP-MySQL does not perform as good as ASP-MSSQL on the Windows servers.
2. To be honest, Plesk does not have an option for reseller, as it does not allow resellers to create clients. Therefore overselling is not supported via plesk.
It has some paid features that allows the host to customize the control panel features but then they will not support it so we decided to stay with default features.
