The Current cPanel is 90% Perl & Shell (Back end) and only the frontend is in HTML and very few PHP. It is a file based control panel with no database and that is the reason why cPanel is quick as there is no database server to load the machine.
cPanel on Windows will be all ASP .NET and if they ever think of having a database then it would be MSSQL. I say this because Microsoft is involved and they will never recommend a software other than their product on Windows.
But let me also include that cPanel will never perform as it does on Linux as Windows itself has a tendency of eating up memory.
