Normally a service is restarted after an update or after the service has stopped unexpectedly - which happens from time to time on any server and normally only takes a couple of minutes to restart.

Notifying you of a service restart would be pretty pointless because it would take a lot more minutes to send out an email than it would to actually complete the job! - therefore keeping your website hosting down for 10-15 mins rather than 3-4 mins.
Also, by the time the e-mail gets to you the restart would be completed
