I think there are a number of issues to think about when chosing a domain registrar - and which is cheapest is not necessarily the best as the difference in price across all registrars seems to be minimal.
I'd say if you want cheap; go with godaddy.com, personally I can't stand their incessant advertising and their site is a pain to use, but they do have a non-stop stream of special offers.
If you want quality control go with fasthosts.com (they're quite good on price too!)
If you are thinking about bulk-buying or reselling domains I'd look into getting an eNom reseller or bulkbuy account - I believe you still get a free reseller account with eNom when you sign up to a eUKHost Reseller package, best if an admin can confirm this though!
