It definitely sounds like a job for a simple CMS then . Or a web site hosting builder - theres two in fantastico. The best being Pro Edition and very easy to use even for a novice. The only disadvantage is that you have to pay after the 14 day trial. You can get leased versions as well as lifetime versions.
