You can do a migration with no downtime so I would say don't worry about IPs changing. You migrate all the data and then change the A record on the old VPS Hosting to point to the new one. After this, you then change the nameservers. I did a migration last week and I've just changed all the nameservers last night which gave me time to make sure everything was working correctly.
