The problem you are facing with the Joomla's FTP Layer feature is a BUG within the specific release [1.5.2].. It seems that you have a VPS Hosting plan with us, you can downgrade/reinstall the Joomla application to 1.0.x & it'd work fine...

Also, regarding your question, the FTP Layer feature is nothing special, but it just allows file operations (such as installing Extensions or updating the main configuration file) without having to make all the folders and files writable. This has been an issue on Linux and other Unix based platforms in respect of file permissions. This makes the web site hosting admin's life a lot easier and increases security of the site..

You can check the write status of relevant folders by going to "Help->System Info" and then in the sub-menu to "Directory Permissions". With the FTP Layer enabled even if all directories are red, Joomla! will operate smoothly. NOTE: the FTP layer is not required on a Windows host/server.
Thanks for the reply Rock, I know that Joomla 1.0.15 works on your servers I have 3 sites up and working, I have used Joomla 1.xxxx for several years (Mambo in the beginning) and know about file permissions etc.
The reason I am testing your VPS Hosting at the moment is to see if it is compatible with Joomla 1.5.2. Before I signed up for a VPS Hosting account I said it was to test the suitability of your servers for Joomla 1.5.2.
There is no bug in 1.5.2 causing the problem with the FTP layer, it works perfectly on some servers, it depends on the server configuration, and has been present since 1.5 RC1.
Also I do not want to downgrade to 1.xxx. The reason being there is no future development with this version, and components etc are now being developed for 1.5.xx and with the FTP layer working the installations are much more secure.
On the Joomla forums you will find people having this problem, but at the same time the majority of users are not.
I have 1 Joomla 1.5.2 test web site hosting on my VPS Hosting account, it seems to work perfectly except for the FTP layer, I could live with that if it did not prevent me from installing some components that I install on all my website hosting, com_extplorer in particular, this is a great component for working with files from Joomla administrator without logging in to Power Panel.
As I am sure you know Joomla is the number one open source CMS in the world, any hosting service that cannot run the latest version is going to lose out to those that can.
I hope that a solution can be found, as I find the VPS Hosting to be fast and your customer service to be very good, also I don't want the hassel of looking for another good hosting service.

PS Windows, Microsoft no blxxxy way, they have already had to much of my money
