Hello,

I know it is a bit frustrating to have your site down for even 3-5 minutes in peak hours but there is nothing that is done intentionally. Any changes to IIS requires IIS restart for changes to reflect. Plesk Control panel service is dependent on IIS Admin service therefore IIS needs to be reset to restart the control panel.

Anyone who has worked on Windows will understand that it is not easy to have services reloaded rather than having it restarted as that on Linux. At some points it requires the entire server reboot for changes to reflect if they are related to registry.

We try and avoid restarting services/server but every customers needs his problem to be fixed as soon as possible. We can only apologise for the frustration that is caused.
