Yes, although it just happened again - and I wasn't uploading any data.

I was unable to access my dedicated server, the eukhost website hosting, the poundhost website hosting, the bluesquare website hosting, or any other eUK website hosting. Yes, Virgin Media have settings to prevent high speed uploads - but they block your entire internet, not just the EuroConnex network :P

So I believe the problem lies between the Virgin Media router and the eUKhost router, where somewhere along the line, some data packets (possibly only TCP packets) are getting lost.
