I now have this problem resolved, but only just noticed the replies. My IP is not static, but I do have a proxy that runs on a
dedicated server, and use that for access to things where a dynamic ip would cause a problem. That ip is already in the whitelist.
As I stated above, the reason for the server appearing to be down for me at that time, was due to my
dedicated server being down for an OS reinstall, and so the proxy would not have been working.
