If it's a mass mailout you need, like a regular newsletter, why don't you use PHPList (in Fantastico) to create your newsletter, in text and/or html, then send it out after throttling the output according to your server limits?
You can not only set a limit on the quantity of messages sent per batch, then set the delay you prefer before the next batch, you can also set a delay in-between each outgoing message — however, I found when I did this recently it caused a problem because the following batch didn't auto-send after the timed delay — suggest you test that feature or just use the default.
PHPList can also import .CSV lists of names + email addresses — I don't know whether phpBB3 will export one (I run SMF these days and I don't believe that does), but that shouldn't be too much of an obstacle to generate one from the database I would think.
