Sorry, but I realise I misinterpreted what you asked — no, 'deleted from deleted items' means within Outlook i.e. you must either delete an already deleted message or shift+delete an undeleted message (permanent removal) to then have it removed from the server upon the next POP3 session, otherwise all messages remain on server. You can remove any/all messages you want from the server using Horde/SquirrelMail/RoundCube at any time and, if before a POP3 collection has been initiated, obviously those messages will have already been deleted.
