Default ftp and I gues permissions question

Hi,
Not so much a problem more of I dont know how to do something

Here is what I am trying to set up for one of my customers:

Have set up an FTP area, and created an FTP account for the folder, under that folder have created more folder, with a separate ftp account for each, the idea is their designers upload a file to a folder so only the person who has the ftp details for that folder can get access to it, I upload a file, log off then log on as the other user, but I can not see the file.
If I do it the other way around, and upload a file as the second user to that folder, then log back on as the first user, also can not see the file, so I guess it has something to do with ownership permissions, but not sure where to set this. I have made the folder 777 for the sake of test, but this does not seem to make a difference.

Any help would be great (hope I made it clear what I am trying to do!)
