Well, I for one am uncertain how you configured your setup — presumably you did this using the FTP Accounts utility in that account's cPanel? Please explain the setup in more detail and what you're using to FTP into folders?

What confuses me is "...the idea is their designers upload a file to a folder so only the person who has the ftp details for that folder can get access to it..." so then the designers (DES) have the person's (USR1) login credentials (and all other users, obviously)?

But then you mention first user/second user and I'm wondering if you're referring to first user as DES and second as USR1, or is it DES + USR1 and USR2, or something else? I see nothing wrong in the first scenario as DES knows all logins, can upload and logout. USRs should have similar access to their own folder and find readable file there when uploaded by DES — are you saying that doesn't work (or doesn't apply)?

If it's the second (or another) scenario then where's the exclusivity of access if USR1 and USR2 can upload to each other?

So have I misunderstood your explanation?
