My feeling is that you will be unable to do anything other than I suggested in scenario 1 because as far as I can ascertain, cPanel doesn't permit that type of hierarchy with FTP accounts.
But I am no expert — I suggest you email Support and ask them. It may be that as you have now explained your idea in more detail, someone from Tech Support will comment here.
Footnote: I've also been unable to find any discussion of the scenario you describe within the cPanel forums.
