We can provide you with few billing softwares which will be free of cost, but none would match features embedded within WHMCS. If you dislike our free softwares then indirect blame would come on eUKhost and you will expect our support team to solve problems with those billing softwares.
We have expertise in troubleshooting technical problems and scripting issues, but we don't want our customers to consider eUKhost responsible for any trouble created by insecure or low quality scripts.
We can get some discount for you on WHMCS license, but again we don't want our customers to demand support from our technical staff for installation and troubleshooting.
