You can simply design those pages in sitebuilder and once those are published you can move them in subdirectories and rename those webpages to index.html or index.php and password protect those subdirectories.

If you install a phpbb or vbulletin forum then the password protected subdirectories will be using username and password that you set from your control panel and the forum would use authentication that is set after users signup or the users that you create from admin section of the forum.
