Dont do any changes through your control panel as the cache on your local ISP does not differentiate through IP address but the cache is stored for the domain name so it wont make any difference even if you change the IP or DNS settings regularly.
Its better to call them and ask them to reduce the cache time or check if you have some settings in your browser that is allowing cache to remain on your local system.
On my system Mozilla FireFox clears the cache once the browser is closed or if you refresh the page once again.
