No, these are two different features. I will try and explain:
Domain Parking will allow you to paste a domain over a domain with all the transparency. If we park abc.com on xyz.com, then the browser will not change the URL for any of parked domains.
Eg:
xyz.com/contact.htm
can also be browsed as
abc.com/contact.htm
Where as in
"Domain Redirect" abc.com will redirect all the request to xyz.com and the browser will change the domain from abc.com to xyz.com.
It recommended to use a 301 redirect instead of parking the domain. Since either of parked domains are considered as "Duplicate Content" in search engines.
