I'm not sure if they have any servers in the Middle East but I imagine that users from there will still get good speeds as I don't remember any Middle Eastern users complaining about my site loading up slow for them. Also, they do offer reseller plans as others have pointed out and I believe they offer a free eNom reseller account (used for domain registrations) as well with your purchase of reseller hosting.
