You mean, when someone signs up to your forum, you want the forum software to create an email address at your domain for them? FYI, you cannot do that; no forum software I know of has the capability to interact with cpanel in that way.
You either have to create each email account manually in cpanel as described, or import a list of users from an Comma Separated Values (CSV) file (eg. a list exported from excel).
Anyway, unless you moderate new forum accounts, it would be a very, very bad idea to give anyone who signs up to your forum an email address. I guarantee your server IP/domain would be blacklisted within a fortnight. Only give email accounts at your domain to people who you know and trust.
