I read your post and I know what part they mismanaged. We had somewhat similar situation with our first subnet that got filled and then we were running short of IPs in that subnet but we decided not to add any more
VPS Hosting on the nodes in that subnet. We setup new nodes with new subnets and now we have very proper IP management as we have experience of the first subnet. I wont like to comment much about Interhost as I've never used their service but you are the one's who have proper judgement of service of both companies.
