I believe that phpMyAdmin can run on either Linux or Windows systems, it just requires PHP to be installed on the server. If eUKhost is setup to run it on either type of server, however, I cannot say. I'm afraid that, without an account with eUKhost yet, I can't help with any of the other problems either.
