A Windows Platinum package would be good to start at & you can later on upgrade/migrate over to a VPS/Semi-Dedicated/Dedicated server whenever needed.

Yes, you'd be able to connect to the SQL database using SQL Server Management Studio on either of the packages, Windows Platinum or a Windows VPS.

I'm not sure if ASPJpeg might serve/fulfill the same purpose as SimpleChart does, but in case it doesn't you'd need to go with a Windows VPS package, where you'd have the freedom to install any such applications.
