Default Dedicated /Shared IP confusion

After some speed issues with my current host, I'm planning on trying a duplicate web site hosting with eUK & under another domain name. I'm using Gold Linux Shared.
I'm confused over IP access. My current hosts give me a number of dedicated IP's & also the ability to have shared IP's.
With my current host, each time I set up a new domain, I can access my Hsphere cp & upload my data for the new web site hosting regardless of whether nameservers are set or resolved.

So far with eUK, I've been unable to log into my cp. Phone support tell me that it is because my nameservers are still propagating. I understand that other web users will not be able to see the web site hosting until propagation is complete, but why do I need that to happen before I can get into my control panel?

Even with a shared IP, I would expect that my unique user name & password word give me access.
If someone could please explain how it works, I be grateful.

On the same theme, I'm assuming that if my tests with eUK are good, I can simply redirect the nameservers of the real domain name that I want to use, to eUK & my customers won't notice the move (after propagation)?

To login use ip /cpanel

e.g

00.11.22.33/cpanel

Thanks for that info. I had been trying that & have just had another go, without success.

I'd specifically mentioned using the IP/cpanel link to phone support & just received the wait for propagation advice.

Nice to know I've not lost the plot completely!

I'll use the Tech Help thread & see if I can get to the bottom of it. I don't feel like using phone support again.
