Microsoft SQL Server: SQL Server 2005 Features Comparison

Would be helpful to know as deciding whether I need to start with Express or one of the more advanced versions.

No, it's not. You need a minimum of Workgroup edition for Agent. Not sure of the licensing terms for Workgroup and whether you can use it on a public web server. In any case, Workgroup edition performance drops as the number of connections increases. If you don't expect more than a dozen concurrent users, it would probably be OK performance-wise. But check the license.
