which account is the "\public_ftp" for? i assumed it is for annonymous but when i log in as annonymouse i see a "pub" folder which is difference to what i see in "\public_ftp"
public_ftp is for uploading through anonymous ftp but we have disabled this features as of now for security reasons.
You don't need to worry about it as it should not be used.

anonymous ftp has been permanently disabled by cpanel. Earlier it was using public_ftp/pub directory but now thats of no use.
