It all depends how you want to do it. If you want to create one which you update manually then all you need to do is create an xml file with the basic xml code required for a feed. You can also create dynamic feeds who's contents is made up from database information; to do this all you need to do is create a dynamic page (PHP, ASP etc) and enter the code which will connect you to the database and set the header content type to output the information as 'text/xml'; again, all you need to do after that is enter the revelevant xml code which will output a nested feed.
