I'm not sure I understand the context of public and private in your explanation ...
Mailman is a newsgroup-type mailing list in which all the subscribers receive messages posted to the list and, when they post a reply or create a new topic, those are delivered to all other subscribers — therefore in that sense every message is public BUT ...
You control who subscribes; you can disallow registrations and therefore maintain a private membership.
Furthermore, you can control which subscribed email addresses are permitted to post and then disable some from receiving — I use this when I have several email addresses I wish to send from but then only receive all messages in one specific mailbox. If a message is posted to the mailing list address by a non-subscriber (who happens to guess the address, for example), if their sending address isn't recognised it will be held for moderation by an administrator. This can sometimes happen for genuine members who begin sending from a non-registered address — you can add them as a send-only addresses, etc.
