Plesk Permissions Problem

Trying to change permissions on a text file i am appending to with code.
Not really sure what i'm doing in Plesk - was happy with Hosting Controller really!

When i hit the small padlock icon next to the file i want to change permissions on i get an error. details below. any ideas?
