I doubt it is going to control spam as a whole especially when few fortune 1000 companies are supporting and envolved in sending spam & phising; it.slashdot.org/article.pl?sid=07/03/30/0156239&from=rss

Also, no one can effectively police the internet (as has been proven with stuff like under age pornography / illegal downloads) so no matter what laws are passed there will be a way people will use to get round them.

Everyone will just move there spamming servers to somewhere like Syria or North Korea!!
