You make a category.
You make a forum.
You set the parent for the forum to be the category.
You set the permissions.

You have to set individual permissions for each forum. IE, Admins, Mods, Users, Guests call all view the forum etc.

To add stuff to the top of your forum, look in your template files for overall_header.tpl

You can host your signature on your website. Upload it Via FTP or filemanager and just do a link

{img}http://www.yourdomain.com/images/YourSignature.jpg{/img}
../images/YourSignature.jpg may also work. Obviously these [ style brackets are used instead of {.

PHPBB3 is very different to 2 but its really good. Just takes time to learn is all.

EDIT
Just edited to add I thought you meant a sig, Thomas is correct . But if you are wanting to just replace the default PHPBB3 logo you can just just create your own the same size as the one htat is there and upload it with the same name and itll replace it.

If you are using phpBB3 and edit the template files - be sure to refresh the template cache from the admin panel

If you are going to be editing files I would reccomend downloading them and copying it to a safe place and edit one in a different DIR rather than editing "live" via CP
