I am facing problem in wordpress, once I make post and try to publish, the post does not appear either in any WP versions, I am using both ( 2.3.2 & 2.3.3 ) version , any help will be highly appreciated, thanks in advance.

it is due to mod_security rules. You need to disable mod_security from your .htaccess

I disabled mod_security from .htaccess, it works now, just small problem remain there, once I place link in anchor text, it does not reflect, thanks for help.

Yes thanks I see that and it seems to be working for me. Of course Josh warns that with the mod one would be open to hacker attack. This is obvioulsy not the best scenario - so is there any additional security that still leaves Wordpress functional ??
Just because mod_security is disabled doesn't mean that your website hosting is vulnerable to hackers. Providing that the software you are using is coded correctly, then you should face no problems.
Wordpress has a good history of security; so disabling mod_security will not be a problem.
