Hmmm. It's definitely not down. Try the link in my footer on here or this one: http://www.monitor.checker-design.com/en/. If you can't get on it, it might be something with your connection as that site isn't hosted by eUK.

Im able to visit the site now. My site is still coming and going but the ftp is stable. If my site is down tomorrow (which I hope not), I will test with a different ISP to see where the problem lies. Regarding connection, do you think having ADSL2 (O2) instead of ADSL (Tiscali) is causing this problem? When I was with Tiscali, I never had this problem. Only problem was with backbone thing that was resolved already.

I'll update once I've tested with a different ISP.

Hopefully if you put some monitoring on the site, we'll know more. My monitoring service even picked up when one of the connections to the datacentre went down so hopefully it will help in this situation.

There's absolutely no problem with Portland and the load has been negligible throughout the day. You can check the snapshot of server status :-

I had a similar problem to this on my VPS, I found that there was a virus on my VPS. Checking my traffic logs for the server showed me around 20GB of traffic per day even though my new sites where only each registering around 2MB per day each.

Just thought it would be worth checking.

I haven't been able to test with a different ISP as the site has been up up until now (9pm).

Well it's been working from here.

The "downforeveryoneorjustme" website only checks from one connection, and therefore can give innacurate reports. I suggest you use Jonathans uptime tool to check your website from multiple connections globally.
