help with modernbill

i have just spent a couple of hours setting up moderbill but it doesn't seem to be creating accounts in WHM

i know the 'link' between the two is working because moderbill lists existing accounts from WHM, the trouble is when i activate an account it always fails with

Panel Provisioning Failed Queue: 13

can anyone help?
