Yes, it is essential for Virtuozzo to be installed on all the hardware nodes you want to manage, also, separate licenses are required for EACH server, which are in term based on some specific unique hardware IDs, which makes them utterly unique
Virtuozzo license depends on the following parameters:
- Unique Hardware ID (HWID) of the server which is calculated according to the motherboard and network adapter unique identifiers.
- Maximum number of VEs allowed to be started simultaneously.
- Start date and end date.
- CPU power.
There's no chance of hacking/cracking these licenses, as that may result into a malfunction of the complete application

OpenVZ, which is free, can be considered for Virtualization technologies though...
