In the properties dialog box, select "Servers", then select the "My Server Requires Authentication" option as shown below:
You can also manually configure outlook if it is not working from cPanel.

cPanel has many different variants of the '@' symbol, so how are you entering your username?

There was a problem logging onto your mail server. Your Password was rejected. Account: 'mail.emailconsult.co.uk', Server: 'mail.emailconsult.co.uk', Protocol: POP3, Server Response: '-ERR Login failed.', Port: 110, Secure(SSL): No, Server Error: 0x800CCC90, Error Number: 0x800CCC92
however i know the password is correct as i changed it moments before that try to ensure it is was correct

This message would normally indicate a problem with the password - are you sure there is no caps lock on when you are typing it in and have you tried resetting the password in cPanel and then trying again? I know these are simple things that you may have already have tried but they solve the problem 90% of the time. Even if you haven't typed it wrong unfortunately sometimes computers have errors so maybe you could try resetting the email address up again in both cPanel and Outlook?
Hope that helps and you get your problem sorted .

With being away, I hadn't spotted this but it could be that something isn't linking on the server to update databases. I've had a similar problem before. I got in touch with support and they did something and all was well after that. I would say first however, see if you can login via webmail to see whether it's outlook or the server.

What Jonathan has suggested is a good idea - is your webmail working? Also, now that the address has had some time since being set up have you tried to access it again recently?

If thats a cpanel server.
Check /var/logmaillog
/etc/init.d/courier-authlib restart
/etc/init.d/courier-imap restart
Check file permission and ownership of /home/username/etc/domain.com/passwd and /home/username/etc/domain.com/shadow It should be 644 (username:mail)
That should fix your problem.
