Is there any way of setting things up, so that an email can get sent to the website hosting admin when a cronjob is implemented properly and also another, different email when, for some reason, the cronjob didn't get implemented properly please ?
You have an option in cpanel cronjob section to provide an email address for cron setup. You can simply put your email address over there and complete your cronjob setup.

That won't bee possible. You can set only 1 email address for cron execution notification.

yes. Failed cron notification will have "Failure" in subject so that should be sufficient to configure rules in your outlook
