those who answer livechats don't get sufficient time to work on complicated technical problems as customers keep on asking for status update for their problems so livechat staff is more focussed on keeping customers informed.
Helpdesk staff is focussed on server side problems and no one bothers them till they sort a specific problem so that gives them comfort to focus on tickets and keep servers well managed.
