The last one sounds most likely to me. I suggested to my network admin that the dns cache lifetime needs to be much less, a day or less.

Glad to see that you got the problem sorted in the end! Yes I would also suggest that the time between clearing the DNS is reduced greatly otherwise this problem will be experienced with any
website hostings that are updated in the same way on your work network. Anyway, at the least the mystery was solved in the end!
