Nope, banning IPs feature isn't provided within the Plesk control panel. I'll check this with Parallels [feature request] if anything such would be made available in their next release of the control panel..

If you want a single IP address banned/blocked from viewing the website, we can get this done quickly from the IIS [Windows Web Server]. Or if you can provide us the spamming/access logs, we can have the IP blocked in the server's IPSec firewall, thus blocking it from accessing any services. Please initiate a Live chat session or open up a support ticket with our Windows Dept to get this sorted quickly
