Scheduling tasks ( Win. VPS - Plesk )

I am having a problem scheduling tasks in the Plesk control panel. It appears to be missing any controls to add tasks.

When in the 'Schedual tasks' section of Plesk for a domain the 'Tools' section is empty, 'Preferances' contrains 'User', a drop down list with the users for the domain, and below that there is 'Scheduler notification' which has a box labeled 'Do not send' next to it. Below this section there is an other empty section called 'Tasks'. There are no add buttons or anything like that.

I'm wondering if?
a) I don't have permission to shedual task, and therefore the controls have been removed.
b) An error has occured in Plesk that caused not all of the controls to be added to the page.
